In Unrelenting Mind, the CIA is the intelligence group of the American government, which is known for being very creative when it comes to inventing ways to kill its enemies or to get what they want.
In the film, we will see, once again, the creativity of the CIA and the government, as they decide to extract the memories, skills, thoughts, fears, etc. from a CIA agent who has died.
These thoughts and abilities are implanted in a dangerous prisoner, who now, besides being a danger, has in his head the skills of a well-trained CIA agent, which makes him a public danger.
However, the government does not care, because what he wants is for this prisoner to finish a job that they left pending, of course without involving the CIA or the US government.
